For anyone that is having problems with Steam Cloud syncing when you've just started CSS or are having disconnect issues or major lag issues just after you've connected to any server just after booting CSS (this is purely post update connection problems).
Load CSS > Go Options > multiplayer > advanced > scroll down to the bottom > Untick Synchronize with Steam cloud
